After the war, he joined the Ministry of Finance. In 1953, he became Minister of Finance and of the Armed Forces. In 1959, he was named Prime Minister. He occupied this position until 1984, with a break between 1974 and 1979.

He played a major role in the construction of Luxembourg as a financial centre. Pierre Werner was also strongly involved in the key elements of European expansion. He contributed a great deal towards Luxembourg being made a permanent capital of the European Community institutions

Pierre Werner was a great visionary, and in March 1970 he took on the presidency of a special working group with the goal of economic and monetary union for the European Union. This plan could not be implemented due to the energy crisis and recession, however the plan foreshadowed what would become the Maastricht Treaty in 1992.

In 1985, he was appointed chairman of the board of directors of the CLT (Compagnie luxembourgeoise de télédiffusion). From 1989 to 1996, he was president of the SES (Société Européenne des Satellites). Pierre Werner passed away in Luxembourg in 2002, aged 88.
