The first boy scout troop Les Eclaireurs de l'Athénée, was founded in 1914. This group later joined the FNEL, the National Federation of Luxembourg Scouts. There are 2,500 active members, girls and boys aged from 6 to 26, in the 27 local groups, assisted by 400 volunteers.
The FNEL is a secular scouting movement. It teaches moral and ethical values based on freedom of thought and mutual tolerance. It aims to instil values of solidarity, tolerance and democracy in young people.
